The Midlands:
As a general note, there is no law of the country in The Midlands, in fact, considering The Midlands as a country would be a horrible mistake. The Midlands is a continent where law doesn't reign. Except for that of individual settlements, where applicable.
Settlements:
Cairnavon City:
Cairnavon is the closest thing to a lawful settlement as can be. The Regulus watch over the city and reign over it with an iron fist. It is unclear who leads them or if there actually is a leader or not. The only physical contact people have with The Regulus are with Underlings which walk about the city guarding and patrolling it.
Criminals are taken into the Regulus' Headquarters, where they rarely, if ever, can be seen coming out freely of.the building.
Breaking the strict law in Cairnavon often comes accompanied by consequences as harsh as mutiliation or execution.
Cairnavon treats and respects all races alike and deems that every citizen does the same.
Horax:
Horax is a city guarded by a variety of Sentry Bots of varying Marks Mass-produced and programmed by PaciTech. Rumour has it that the robots have a configuration to be extra wary of humans and to shoot down any suspicious individuals.
The Horaxites; a faction of high-grade Androids led by 'Alexandrite the Great', rule Horax- a settlement actually named after them. Horax regards machinery, androids and cyborgs (To a lesser extent) as being godly and perfectly divine.
In Horax, Law-breaking humans are simply shot down on the spot while Androids and Cyborgs tend to be deactivated through Ion weaponry and non-lethal equipment.
Humans are regarded as predatorial over the suspicious Mech-Folk due to their tendency to hunt for Android and Cyborg parts.
Sehiel
Sehiel, the name of this settlement originates from the word 'shell' as it actually resembles a shell, built from rubble salvaged from the mountains of wastes. Gakapon and his faithful goons rule the settlement of mutants.
The crimes mutants commit are practically overlooked and the residents would have to solve their problems on their own unless mutants as a sub-species suffered or were insulted through the crime. On the other hand, 'Clear-skins' (Humans, Androids and Cyborgs) are loathed and treated very badly.
Gakapon is also in possession of one of the only Advanced Genetic Manipulation labs in The Midlands, thus making him a very powerful person. One to who many people turn to, to ask for permission and access to gene alteration. There are many tales of how he asks for favors in exchange for granting mutation, or 'conversion' as he calls it. Rumors have it he sometimes even tricks arrogant people by altering their DNA in humiliating ways.
Hasetael:
Hasetael is a port-town where everyone has the law in their hands to mould as they please. It's in reality a pirate's den. Only, there are no ships due to the sea's acidity and the lack of decent shipwrights.
Fights and deaths are commonplace among what used to be pirate crews. Many retired-pirates have now disbanded, losing faith in the trade and wandering among the wastes in search of other professions to perform.
Yet the settlement doesn't cease to exist due to the faithful diamond dozen of booze-and-gambling-loving residents.
Akiroka:
An encampment of Rebels, low-lifes and criminals alike where lawlessness rules mightily. Several illegal operations happen freely and are commonplace in the settlement such as slavery and dealing of narcotics and stolen merchendise.
However, the base rule in Akiroka is that everyone must respect their 'Criminal-Kin' and any differences should be sorted out outside of the city or in the Dillo-Arena. This rule has been imposed due to the fact that the mortality rate of criminals has been on the rise recently.
Akiroka is somewhat in rivalry with Cairnavon as they are complete opposites. Several rumours state that espionage and war-threaths between the two have been very common recently.
Currently the Rebel who used to lead and manage Akiroka has passed away for reasons unknown. A lot of confrontation and debate is currently ongoing as to who should be the new leader of Akiroka.
